There are several ways to make flames using #inkscape. Here's one
Yes this one looks rough but you can add further changes in GIMP and Inkscape, tweaking gradients and shapes then adding blur or smudge and if you start with a vector object its much easier to move the flames and then "paint" over them if you don't have a tablet or digital pen!
